History In December, 2004, at its 18th world congress, which took place in Miyazaki, Japan, the International Conferedation of Free Trade Unions (ICFTU) voted on a draft resolution about Fighting Discrimination and Achieving Equality, which included references to sexual orientation and gender identity. In July 2004, in conjunction with the World Congress of Education International, the umbrella organisation of trade unions in education, the first meeting of the LGBT Forum for Education International and Public Services International took place in Porto Alegre, Brazil.
